Chloe couldn’t help but laugh. “You guys forget fast, huh? Just now you said even dogs wouldn’t eat this junk food. What? Are you ready to be a dog?”Â
The woman was shaking with rage. “Don’t go too far,” she snapped.Â
“Yeah, I’m pushing you. So what are you going to do about it?” Chloe retorted.Â
Chloe thought, ‘Making people mad is way more entertaining than just killing them.Â
‘Isn’t it fun watching them want to kill me but not being able to? Way more satisfying than just offing someone.Â
“Don’t push it. I’ll report you for abusing your authority,” the woman snapped.Â
Chloe waved her hand dismissively. “Go ahead. I’ll be right here waiting for you.”Â
The woman, fuming, jabbed her finger at Chloe. In the blink of an eye, her finger split clean in two and shot off into the air, like it was sliced by an invisible blade.Â
Even the slowest folks in the crowd could see exactly who did it. Everyone gasped in shock.Â
‘Her finger just got chopped off out of nowhere? Chloe’s abilities are freaking scary, the onlookers thought.Â
Chloe watched the couple, furious and flustered, and then called out to the powered humans maintaining order behind her. “Hey, toss them out for me.”Â
When the couple realized Chloe was serious, their faces went ghostly pale.Â
“No, you can’t do this to us. We’re just regular people. How can soldiers treat us like this? You’re breaking all the rules,” they yelled, panic rising in their voices.Â
Four powered humans stepped forward, grabbed the couple by the arms, and hauled them off, ready to toss them out of the base.Â
The couple kicked and flailed their legs, refusing to leave no matter what.Â
One moment they were bawling and begging for mercy, and the next they were cursing up a storm.Â
Chloe just smirked, totally unfazed. Her soft voice carried on the cold wind, reaching everyone around.Â
“Sorry, I am not a soldier. And neither are the ones hauling you out,” Chloe said, her tone gentle but full of mockery.Â
The couple’s curses faded into the distance until they were completely gone.Â
Chloe looked over at the refugees, standing frozen in the hazy mist, barely daring to make a sound. She sighed.Â
“You’re safe thanks to those soldiers,” Chloe said coldly. “The scraps you look down on? They paid for it with their lives, hauling it back from the outside, losing comrades along the way.”Â
As she spoke, her eyes flashed cold and her words were like ice. Everyone felt a wave of chill slam into them. It was so cold,Â

The temperature dropped again, and even though the refugees were armed to the teeth, they were all shivering so hard that they could barely stand.Â

Chloe didn’t need to say another word. Making an example out of that couple was more than enough to scare the rest straight.Â
“Alright, everyone, line up on your own,” Chloe said.Â
Then she brought in some powered humans to swap out the soldiers.Â
“You guys go patrol the perimeter,” she told them.Â
Chloe thought, ‘Soldiers in uniform really aren’t meant to deal with those rowdy deadbeats.Â
The food kept getting handed out, but now everyone lined up quietly on their own. Nobody dared to make a peep.Â
In the line, Mandy was wrapped up tight in a ragged old coat, her whole body hidden except for her eyes peeking out from under a vintage hat.Â
She stood obediently among the other refugees, waiting her turn for food.Â
She shot a look at Chloe, who was stealing the show, with envy and jealousy burning in her eyes.Â
‘I really wish I hadn’t gone up against her before, Mandy thought, regret flooding her heart.Â

Chloe said, her tone serious, “Graham, this can’t go on. Your soldiers are going to get drained. No matter how many ways they haul in supplies, the refugees will just chew through it and wear your people out.Â

A maid in her fifties, wearing an apron, came over and respectfully set a freshly brewed cup of coffee on the table and then brought over a few desserts.Â
She snuck a quick lick of her lips before hurrying off.Â
Chloe took a sip of coffee and continued, “Honestly, when it comes to handling the refugees, I think the way the last base chief did things was pretty solid.Â
“His methods were kind of ruthless, but honestly, that’s the only way this place survives long–term.Â
“If we keep doing things like this, even if your soldiers drop dead from exhaustion, all we’ll get is a bunch of lazy, greedy moochers who’ll just bite the hand that feeds them.”Â
Chloe’s words really hit home with Graham.Â
He took a long sip of coffee, looking troubled. “Of course, I know this can’t go on, but I’m a soldier. How could I just stand by and watch those refugees starve?”Â
Chloe gave him a dramatic eye–roll and smacked the table for emphasis.Â
“Come on, Graham. It’s the apocalypse. Chill out. Nobody’s going to blame you for being tough. I respect your values, but we got to do what actually keeps us alive in the long run,” she said.Â
Emery was drawn out by Graham’s loud voice, wheeling himself out in his chair. He looked healthier and more energetic than last time.Â
Emery said with a nod, “Chloe’s got it right.Â
“It’s survival of the fittest out here. Soldiers are just people. We can’t be expected to take care of them forever. Are we really supposed to keep feeding hundreds of thousands of refugees for the rest of our lives?”Â
Graham whipped around, looking torn. “Dad, but…”Â
Emery slammed his cane down on the floor, his whole presence radiating a commanding authority. Only someone who’d spent years at the top could carry that kind of weight.Â
“Have you ever thought about it? There are hundreds of thousands of refugees out there,” Emery said firmly. “Give each just one bowl a day, and you’ve emptied your stores. Keep it up, and you’ll be feeding an army of freeloaders until there’s nothing left.”Â
